I've lived in California for nearly 40 years and have never seen the State Capitol. Then again, I've only been to Sacramento once in my life.
The Capitol was beautiful, especially this weekend when there was gorgeous blue sky.
You can take a guided tour of the Capitol or you can walk through it on your own. We missed the tour so we just wandered around. What surprised me was that there weren't guards everywhere and you could pretty much just wander.

There are portraits of all the governors throughout the capitol. Most are formal portraits except for this one of Jerry Brown.
